Help deleting a file

I have a file in a random location named "Windows Account Pictures" in "C:\Temp". It seems to be a system file and I can not delete it. When attempting to delete I get denied. I have Admin rights.

My Temp folder is in C:\Windows as a subfolder. There are some System files that simply are not deletable as they are part of Windows. If such files are causing issues I've been able to boot a Linux Mint LiveUSB and use its Files to manage things outside of Windows.

I’ve had a temp folder on C: before, I believe some softwares can generate them.
Why the OP has one or how it got there I couldn’t say.

There are force delete apps also. I believe there is one available in the Microsoft Store called Wise Force Deleter
There are others, I have one but can’t remember what it’s called, it’s 4.15am and I’m not getting out of bed to check lol

Just Google something like “software to force delete a file in windows” and pick one if taking ownership doesn’t work. I really don’t believe it’s that or needs to be that complicated.

Used to be programs wouldn't install if they didn't find a Temp folder and if there was no Virtual Memory/swapfile/paging file established regardless of how much RAM was on the motherboard.
