Help with "Sorry we couldn't open the sync client"

See attached image, including the error in the title plus "we couldn't process the URL". I am on Win 11 Version 21H2 22000.282 beta build. OneDrive is syncing fine. Also, "Remember my Apps" is off and disabled so I can't turn it on; "Remember my Preferences" is On, but at the top of the Accounts > Windows Backup pane it says pp List is not backed up, and Preferences are not backed up. Is there a way to fix all this? Thanks!

Does anyone have any thoughts on this, or see anything similar? Besides the error above, why is App List not backed up? And why are Preferences not backed up?
