Hide Action Center

I have 2 Windows 11 Pro PCs. One shows the Notifications area and shows "No new notifications" when empty.

The other PC completely hides the Notifications area when there are no notifications.

I can't find any information on how to completely hide the Notifications area when it is empty. What I do know, it is not app specific setting. It has to be a system level setting. Can anyone help?

I see the same thing on my W11 laptop, but your second image, from another PC, appears the same as my W10 desktop. I think the change happened with the 22H2 update, but I don't remember for sure. Possibly something like StartAllBack would be able to put it back to the old way. But, I don't use StartAllBack. Maybe someone else has changed it. I don't like it that way either and keep hoping it will get changed.
