You will need to change the folder icon itself to change colours this is a straightforward task, Right Click on the folder and select Change Icon - navigate to the location of your required folder icon and select ...

Some folders cannot be change, well at least not easily, I have changed all mine except users and program data plus a few others, all the rest changed fine
