Yes, but, it probably takes a 3rd party app to do it, and look proper.

In normal windows settings, you can turn off the date and time, but not just the date.
You would need to look for a taskbar replacement program for options to do that.

What do your "International" values look like with reg hack AND StartAllBack?
Mine looks like this, with neither the reg hack or SAB...
Maybe the difference in our "International" key, values will tell us something?
