How to connect Windows PCs on different networks

I have a vlan-ed network. Originally, I had two Win11 Pro PCs on one network with one acting as client and the other acting as server, running some docker containers. I decided to move one on to a server vlan while leaving the other on the base vlan. I added firewall rules to my router to enable access from one vlan to the other. But I cannot get the two PCs to see each other. I asked about this over on the MikroTik forums, but I was told my config looked correct as far as the router. Is there anything else on the Windows side that could prevent them from seeing each other and pinging each other? I have my configurations and network diagrams saved on OneDrive: Smart Home . With my main router being a MikroTik RB5009. Which connects to a switch that both PCs are connected to. Each one is assigned to a different VLAN/Network: Client (VLAN 99: 192.168.99.0/24) & Server (VLAN 200: 192.168.200.0/24). What am I doing wrong?
