How to disable notifications?

Periodically I see an empty rectangle in the right corner, which detracts me.

It is always empty, with no content.

I tried to disable notifications, but every time I turn off the switch, it comes back to "on" when I open this window.
What should I do?

Or simply turn off Notifications in Settings, it should never keep coming back :)
Make sure you are turning off Notifications 100% and not for just some apps.

I posted the screenshot above. If I turn it off, and re-enter the settings, it is again "on". No way to disable.

It turned out to be due to some services were disabled. I made all services automatic start and this problem gone.

Oh, no. The problem remains. I turned all notifications off, but still the empty box periodically appears for less than a second.
