How to reset display to 30hz in Windows 11 when your monitor doesn't support the current mode?

I have a PC that uses an nVidia RTX 3060 video card. It is set for a 60hz display. I need to connect this to a 30hz monitor, but the monitor won't show anything due to the 60hz setting in Windows. I don't have a 60hz capable display.

I've tried going into safe mode, but there is no option to alter the refresh rate or resolution.

How am I supposed to change my refresh rate to 30hz if I can't get a display to show?

It probably is necessary to also know what the monitor is, make, model number. But is it the TV only LG QNED75URA 43" TV?

That is the display that I'm using. What is not mentioned is that it is through a DisplayPort KVM. The KVM does the conversion from DisplayPort to HDMI that is needed by the TV, but doesn't support 60hz.

I was able to move things around to get the HDMI cable to reach my PC directly and then make the adjustments. Was a pain though.

I'd still like to know how one would deal with this issue if the display just didn't support 60hz at all. It seems sensible that going to safe mode should let you fix it, but I didn't see any way to do so.

An issue with Safe Mode is that it is a diagnostic and doesn't load all the drivers needed for hardware so any adjustment can be lost when restarting in Normal Mode. I had a similar issue over 20 years ago, older hardware is not always supported by newer software. Solution was simple, replaced the CRT monitor with a new LCD model that supported the video card.
