Anyway, how did you get that icon of CCleaner? And for what are you using it?
Because normally, icons of programs are integrated into executable files, where they can be extracted by certain apps like IconExtract. Or by using Resource Hacker. And some sites offer (free) icons.
Because I don't use CCleaner anymore, but still had the installation file, I just installed (an older version) of CCleaner on my VirtualBox testsystem and extracted some icons from that app. When I open one of them in my photo editing app, this is visible:

So you see: icon files can have more then one size in them, but they can have only one size as well.
Some of the extracted icons indeed have only one size in its .ico file.
When I show that folder as 'big icons' (translated from 'grote pictogrammen'), this is the folder view:
