1. Change the Windows scaling, lower it.
Settings > Display > Scale... Lower the percentage by 20% or more.

2. In Chrome Browser to hide the Bookmarks bar.
3 dots > Bookmarks and lists > Hide Bookmarks bar.

3. Use Edge Browser the top rows are a bit narrower, design also looks more compact.

4. Press F11, or 3 dots > Enter full screen icon next to Zoom.

The design of Chrome changed a short while ago, I don't like it either, much less efficient use of space, tell Google.

The bottom two bars are the Eleven forum ones so tell them you don't think it's efficient.

What's up with the size of that chrome window?

You are not using system scaling or the magnifier and you have not zoomed into the chrome window, and yet the chrome window title bar is at least twice the size of your taskbar.

Are you using some sort of tweak to achieve that?

After studying your screenshot for a few minutes, a number of issues become apparent:
• the browser window is not maximized,
• your native resolution and/or dpi scaling must be off, because many of the Chrome UI elements look very fat, yet the tab and bookmarks text is tiny. Also, maybe the page zoom is increased, but, perhaps you need it that way.
• perhaps your monitor is very small, (this I do not know)

As far as Menu Bars are concerned:
• The Chrome Bookmarks Bar can be hidden in Chrome Settings
• a portion of the ElevenForum Sticky Navigation Bar can be disabled in your profile Preferences...

• the Push Notifications permission thing at the bottom can be dismissed by clicking on the X button, then clicking on Never ask again...

Yes, I need my scaling set to 125%

The menu bar across the top of the Google home screen. It's 4" wide.
I still don't get what you mean..., please post a screenshot of the element in question, highlighted.
Please ensure the window is maximized to full screen and the screenshot is a full screen rendering.

Use vertical tabs and hide title bar while vertical tabs are active.

I don't think you can do that in Chrome, without extensions.

An example: I have 4 computers attached through a KVM Switch [Keyboard, Video, Mouse] and the resolutions in all are set at 1920x1080 Scaling at 125%.

@HowdyDo
Check that your resolution is set to native (Recommended)...
