Internet Speed Seems Capped Win 11

Hi everyone,
I have strange problem that is about internet connection. I sometimes get low speed while doing something. I could not find under what conditions it occurs.
My computer cannot use the full of the speed. I have tried same things on my desktop and it has not a problem something like that. My laptop is capping the internet speed. It is sometimes being 10-11 Mbps, 25 Mbps and it changes. I have a video that I try to download a file and you can see my download speed. It is around 12-11 Mbps. What can be the issue about? I cannot find anything on the internet about it. I do not remember that it occurs on Windows 10. I tried changing internet drivers and adapters but it appers either on the wifi and on the ethernet connection. Here are my specs:

As for the Title/Subject line, it is quite possible your ISP/Internet Service Provider is capping Download speeds, especially when many users are on line. Two things I'd verify, one is your connection is not on Metered and the other is that the ISP is supplying the speed you are paying for. I use Wireless DSL at 25Mbps and always get between 24 and 26 Mbps. Another issue can be where the download is coming from, how many servers it is going through to get to you, how far away they are. The upload speed is nearly always much less so that can be a clue to issues if the numbers are reversed in the test. I use Speedtest by Ookla - The Global Broadband Speed Test

Isn't this only for Local Area Networks and not for internet speed? I know nothing about this, but in researching it I found that it has nothing to do with internet speed. The reason I was curious is because I have the Server service disabled and wondered if this tweak could be used if that service is disabled.

I tried downloading same file and got absolutely same thing. Screenshot added as appendix. By the way, thing that should be added is I have no problem with my desktop. I have tried same file on desktop and got 70-80 mbps which is sure. I can try and add the screenshot of it if you need.

Is the screenshot of your task manager when you're not trying to download or upload anything?

SO we were getting 200MB/Second speed but the buffering was piddling us off, now we have 1GB speed. Not FIBER but heres my speedtest screenshot. but honestly in some ways the speed is better but still I get buffering issues..I want to say there are Alot of variables into why your speed is so slow. 2022-07-09_10-02-27.png

The things are getting confusing. I want to sum up the problem.
I cannot take full of my internet speed, it is like capped, especially while downloading a file and it is same for both wifi and ethernet adapter. If I do speedtest, I get full of speed. The other computer does not have a problem like this. I think that it is not related with my ISP and router etc. Because only the laptop has a problem. I tried to change my drivers, adapters, internet browsers, sites and checked "potential solutions" before but it did not give me a result. I could not find what it is related with. It is that strange I did not encountered somewhere on forums.

The Windows 11 can utilize full ISP provided broadband speed problem could be software but it's difficult to let you know what software causing the problem.

None of them are playing 😁. It was over 300 in edge and realized that have to close some of them 😁. These are to go where I left.

Have you got Hyper-V enabled and set up an external switch?

That can intefere with speeds

If you run a speed test with no browsers open except for the speed test window, the speed you see is the speed your isp is giving you.

It dropped to 2.5 Mbps which is useless. Screenshot 152 is taken now. Hyper-V and virtualization turned off. It did not changed anything unfortunately.

I have found another different situation, the second screenshot, is taken a month ago. It peaks and drops continuously.
