Just installed Win 11 on Surface Pro 7...

and it went like magic! In case anyone is interested:
1. Minimal Win 10 Surface Config: 4 Gb Ram, 128 Gb SSD, Core I3
2. Used the Windows Update Assistant

Very smooth install - absolutely NO hiccups. Couple of updates, took about one
hour.

If you look at my computers below, my second computer is also a Surface Pro 7.
My upgrade experience for both of my computers was the same as yours.
And after using W11 for the past 11 days I've not had any problems whatsoever.

Settings > Accessibility > Keyboard > On-screen keyboard ON

The problem resolved itself after running a Windows update. Apparently some time between when I updated to Windows 11 today and checked for updates and when I noticed the touch keyboard not working I received new updates. After several reboot/update cycles it works as expected.

Prior to that I was able to turn on the touch keyboard icon on the taskbar but it just didn't do anything. Now the behavior is correct that there is no icon but if I have the keyboard detached or flipped and click in a text field the keyboard pops up.

I believe the setting you mentioned is for a different keyboard. Thanks for the response though!
