Large panel constantly popping up to cover most of screen. Need to reboot.

I'm currently transferring apps from Old Dell to New Dell.

The Old Dell is flaky. Google is constantly asking me to reset password. Sometimes (most times) when I'm using Google, a large panel pops up which completely covers the screen - apart from half an inch at each side of the panel.

The panel causes me to lose any work done so far, because I need to reboot.

The mouse can't be used to drag or delete the panel because there's nothing for the mouse to grab at the top of the panel. In other words, the mouse doesn't change to the double-headed hollow arrow to indicate that it's ready to grab an object.

I've tried various mouse actions, such as CTRL + click, Alt + click

R-click within the panel does not present a list of options.

The only way to remove the panel is to reboot the Dell.

Note that clicking within the half inch of space at each side of the panel does not bring any lower app to the top of the hiererachy.

I would be grateful for any advice.

I'm confused. One does not transfer apps from one PC to another. The apps have to be reinstalled on the new PC. Are you referring your files?
That be the case and something is popping up and getting in the way(whatever you are calling a panel) that would indicate to me the old PC has malware.
Exactly what does this "panel" say?

Does Alt-Tab do anything? (if W11 still supports it). Failing that, CTRL-Shift-Esc should bring up task manager.

Open task manager, (ctrl+shift+esc), then click on settings button the lower left-hand corner, check "always on top"
Then wait for the window to pop up, and whichever process shows up simultaneously in task manager is the culprit.

I want to thank all the generous responders for their usual kind assistance.

This thread has been overtaken by events.

I've dumped passwords. I now use passkeys on those sites which support them.

BTW: the screen-filling "panel" that I mention in my OP was totally blank.

But afterwards, similar panels were appearing several times per hour, with the Title "Google", and a message such as:

Welcome
Something went wrong
There was a problem signing in with your password
Try again

As before, the topmost edge of the panel was a millimeter above the top of the screen, but the panel was "grabbable". In other words, moving the mouse pointer to the top of my screen would launch the double-headed mouse arrow which indicates that an object can be grabbed and moved.
