Is it possible to download an ISO with LibreOffice as a complete package for offline installation? I have been looking around and cannot seem to find an option to do this :(

Do you mean a Linux ISO including the LibreOffice installer or a standalone downloadable Linux version of the LibreOffice installer?
Most Linux ISOs only include some basic software in order to keep the ISO size down, there is no reason you can't make your own ISO including your preffered apps, using a standard ISO image as a base.
Or do you mean a Windows ISO? Again, you can include your preferred apps in a custom Windows ISO as well.

Sorry, I am looking for a Win 64bit offline installer for LibreOffice. I need to build it and then mail it to a chap who has intermittent, and slow internet connectivity.

All I ever get for a download from www.libreoffice.org is an executable install file. Do be sure to get the Help file to go with it. I avoid the Torrent choice as I don't use it.

That is just a stub to start the installation process, which then downloads and installs the selected option - i just want it to download the files, but not do an installation, and leave it, so it can be installed offline.

    fully 'Windows 11 ready' laptop. Windows 10 C: partition migrated from my old unsupported 'main machine' then upgraded to 11. A test migration ran Insider builds for 2 months. When 11 was released on 5th October it was re-imaged back to 10 and was offered the upgrade in Windows Update on 20th October. Windows Update offered the 22H2 Feature Update on 20th September 2022. It got the 23H2 Feature Update on 4th November 2023 through Windows Update.

Glad to help. Note that as @Berton mentioned earlier the Offline Help files are a seperate .msi download (link on the same page) which you can install once LibreOffice is installed. Until you install them only online Help is available.

At 339MB for the program and 2.4MB for the Help add-in it's hardly a "stub", it's the whole program. The installation shows 669MB in C:\Program Files for the 64-bit version.

I download then save on my NAS drive to install upon whatever computer I'm work on plus store on a USB thumb drive for portability to clients who want or need it.
