localhost sent an invalid response. ERR_SSL_PROTOCOL_ERROR. For all localhost applications

Out of nowhere yesterday all my applications such as radarr, sonarr, plex, docker containers that have a webui login connecting via localhost are no longer assessable. I get the error: localhost sent an invalid response. ERR_SSL_PROTOCOL_ERROR.

What is odd is that I can access these applications on another computer by typing in the host computers ip followed by the port number but I am not able to load them on the host machine itself. I am at a loss I have tried searching google and here but cannot find a way to get these to load on my host machine.

I have also tried multiple different browsers with no luck, they all give the same error. I have also reinstalled windows and my programs but this issue still persists.

Would anyone know why this is happening all of a sudden and how to alleviate this?

It's a somewhat generic error, if you can install and run Wireshark for the loopback adapter (localhost), then try to access a web app, save the capture and upload. We should be able to tell you what the issue is
