I've used the Registry setting for the NumLock, it seems to "Save State", a reboot or startup returns the NumLock to the state it was at when it was shut down, if Off comes back as Off, if On comes back as On.

One thing with the USB keyboards that may have an effect, some won't be loaded at initial boot/start if plugged into a USB 3 port. The BIOS has support for USB 2 but need the OS loading USB 3 drivers even though USB 3 is supposed to be backward compatible.
