Yes, I do think that's the plan, but how much effort would it take to change an icon? I have tried a few new icons, but they never seem to be the correct size when it shows on the taskbar and Start Menu

It's not an easy task. It took them about a year to change the battery icon.

Do you have icons I could try, I have noticed most PNG versions of the icons the Outlook version is always smaller in size. If you check the file properties you can see this.
