OS
Window 11 Home
Used robocopy to move my C:\\Program Files\LibreOffice to D:\LibreOffice. Move went fine. I then used mlink to link C:\Program Files\LibreOffice to D:\LibreOffice.

command structures used:
robocopy “old location” “new location” /sec /move /e
mklink “old location” “new location” /j

All directories, subdirectories and files remained on the C: drive and no link on the C: drive

Also files were NOT deleted from the source drive and directory as they should have been

A bit confused by your statement, you said the move went fine but the files were not deleted from the source.
The move failed then but the copy worked?
Anyway the correct commands:

robocopy "C:\Program Files\LibreOffice" "D:\LibreOffice" /sec /move /e
mklink "C:\Program Files\LibreOffice" "D:\LibreOffice" /j
