my laptop have problem with refresh rate is lags, it happens when hearing sound like play YouTube and alert sound in this video.

Graphics lags are usually because of lack of graphics drivers or outdated/limited graphics drivers. Try downloading the latest drivers from laptop manufacturer. I would also try the latest drivers directly from Intel/nVidia/AMD support site. They might be newer version than that on manufacturer's site.
