I was going to ask if it was a Dell as had similar issues with a Dell recently. Resetting to factory settings meant it had outdated graphics drivers. However you need to get the latest graphic drivers from dell driver downloads, not the Windows or Manufacturer updated drivers. The Dell drivers are modded to work with the machine. Those are the only drivers I needed to download from Dell - the rest were fine with the drivers Windows supplied. Even if the Windows supplied graphics driver says it's the same version - it is still different - because the Dell one is modded for the machine.
I also agree at removing all Dell software. You could try reinstalling Dell Update program once the problem is solved (useful for updating drivers automatically) and see it it's ok after that. But only the Dell Update program not Dell support etc (found that very buggy).
Is it an upgrade or a clean install?
