Windows 11 Pro
Started getting the automatic repair loop. Read up on fixes. I can’t perform any of them because of access denied/Windows resource protection error messages.

Started with Windows 11 Home. Upgraded to Pro to try to resolve admin access issues- no help.

Nothing works. Every solution site I’ve seen does not address ‘what if these steps do not work’.

I’m dead in the water and completely frustrated.

Thanks!

Does the automatic repair loop start on its own? Or did you initiate the repair?

Except they do work: just not permanently. My advice would be to create a boot USB, and do a disk check first. Things don't get corrupted ex nihilo.

I have a boot usb. Check disk won’t work because of the permissions issue. Every solution I’ve found is running into this issue. That’s why I upgraded from home to pro. Still no help.

That wouldn't solve any issues; they would just have been carried over.

I think you need to boot from usb and wipe out your current set-up and re-install.
Either there are some serious corruption issues and/or MFT problems and/or registry errors, who knows?
As a last resort can you even create a new user with admin rights?
If not, start with a blank slate.

Unless you have a backup, a blank state wipes out everything.
You could try to salvage some content by transferring data to a USB drive.
There is no miracle fix here.

There have to be other ways to check the integrity of your disk. If you have an SSD, that usually comes with its own integrity check, that does not depend on NTFS or anything.

Open Powershell as an Administrator and run...

Powershell:
sfc /scannow

After that runs, then run the following

Powershell:
DISM /ONLINE /CLEANUP-IMAGE /RESTOREHEALTH

Let me know if that works. These can take a while, if it appears to get stuck, give it some time. After completion, do a reboot.

I’ll try that if I can get it to boot tomorrow. It came up today, copied a bunch of stuff to external drives. Started a system backup but it locked up during that. Next reboot back to repair loop. I’ll try again tomorrow.

If that is the case, I would try and boot into Windows Safe Mode to run those commands. Follow this guide to boot into safe mode

Make sure you are booting into safe mode with networking.

I appreciate you trying to help, but trying to run the commands to boot in safe mode just runs into the same access denied messages.

Tried a repair install? Download a Windows 11 ISO. Mount the ISO and run setup.exe (assuming you can get to your desktop)

Installed Powershell, when I run it it just displays help for help on a command line and quits.

See why I’m so frustrated? I’ve read and read about solutions but none of them run or act as described.

It sounds like your Windows install is seriously corrupted. I would do a repair install as soon as you're able to. You can keep all your files and apps.
