I've been having this issue for years now and still can't figure out where exactly the issue is. Sometimes (maybe once from every 10-13 bootup) as soon as I log in the Nvidia color enhancements fail to apply as configured, I would have to open the Nvidia control panel and simply move one of the color enhancements slider and the colors will all apply as configured.

Tried changing the GPU cable, the HDMI cable, on Windows 10 and now on 11 and on fresh OS install.

I have noticed the same on occasion, seems to change depending on driver updates, some do it, some don't.
I think it is down to the order in which Windows loads the drivers and settings at startup and there is not a lot a user can do about it, except as you said to open the Nvidia control panel, move a slider and re apply the settings.

In my case it's happening with any driver version.
