Office is not launching and other programs are not launching

This is a new issue, but I can't tell exactly when it started.

1. Clicking on any office file (excel, word, pp) is not launching office. I use MS Office 2013 Pro. I did a repair, uninstall and reinstall. The same issue occurs.
2. I use a utility app called MicMute. This app always ran on Windows boot and would be visible in the system tray. It no longer is. I reinstalled the app but the issue occurs on the next boot. Double-clicking the app doesn't launch it.

Something is definitely off with Win11 lately.

This is a preview build and so may have bugs in it. Today is 'Patch Tuesday' when supposedly stable updates are released so update Windows again later on and see if that fixes the issue.

Seems like running it in Administrator Mode works. But that's not a good workaround.

Please try this:
Open regedit and use find to look for the word debugger and delete any instance of it. (the whole subkey)
You can do a Restore Point before that.
Some AV software agents do not like you running things from a drive that is not where the OS resides.

I use the default MS defender AV.

I used MS tool to completely remove Office2013 and just purchased office2021 and solved it.
