There's your problem, right there!!!
Well, you see, I have always used this app to play my videos. The Media Player app is a little to barebones for me, added to which it has problems (no or very low volume) with the soundtrack in some videos.
The Movies and TV app works beautifully in the beta (22623). So there.

Me too. One thing the Media Player lacks is the next video/previous video arrows to the right and left.

So, what is the question?
For years, and several versions of MS Windows, I've used the Windows Media Player, and to get it to play more types of sounds and videos, I've downloaded and installed the "K-Lite Codec Pack". Then I'd go into the settings within Media Player and access the Sound Equalizer and raise the sliders for the center frequencies, where most of the music lives. Then turn ON the WOW effects. When I'd get done, I'd have great sound, far greater than anything coming out of a stock PC.
It's all very doable, with just the addition of the "K-Lite Codec Pack".

The question is: "why oh why did MS see fit to remove the ability to play your own video files from Movies & TV?"
No money in it for them! They'd rather you buy or rent! 🤷‍♂️

Specifically, what's missing from Movies & TV (or Films & TV as it's called in the UK) for the Dev build is the 'Personal' tab. This may just be a bug in this Dev build....

Yeah. This is one of the many little things Microsoft should at least have the courtesy to inform its users about.
Or maybe it's one of those AB testing things? Although I fail to see the value of doing this.
I have resorted to using the old Windows Media Player temporarily. :(

I agree, MS should let users know if they did remove the Personal folder option or if it's a bug.

what's missing from Movies & TV (or Films & TV as it's called in the UK) for the Dev build is the 'Personal' tab.

It is also missing in the new Dev Build 25284.1000

When 11 was released on 5th October it was re-imaged back to 10 and was offered the upgrade in Windows Update on 20th October. Windows Update offered the 22H2 Feature Update on 20th September 2022.
