Solved oobe\bypassnro not working this time?

I have 2 laptops the same surface 4 laptops one i erased and did a fresh windows 11 install without any issues, local account all done.
2nd laptop lets me shift f10 cmd ncpa.cpl and oobe\bypassnro but the "I dont have internet" is missing after the command is run so it will not let me setup a local account?
Has anyone come across this before? did you find a way around it?
any help appreciated, thanks in advance.

Are you disconnected from the internet? Unplug the LAN cable (if any) and try again. Also the correct syntax is oobe\bypassnro with \, not with / without spaces.

Hi, Yes i disabled internet and used the correct syntax for the oobe\bypassnro command after it kinda rebooted im presented with the screen you see in the picture attached. they option "I dont have internet" is not there?

Use Rufus to make a bootable USB and it gives options for local account etc.

bypassnro.cmd worked on one laptop but not on the second? Is it the same installation media ?

It is very critical to use command at the right time i.e. when oobe asks you to enter account.

If you do it earlier e.g. at the first screen, it does not work.

You can open the Command Prompt and run it aat first screen (choose your country), it doesn't make any difference when you do it. Why go through 2/3 of the configuration only to start again after restart?

I tried the bypassnro command several days ago and it worked without issues........W11 24H2

yes it was the same win 11 install usb.

Probably the common mistake of typing the command with / while the correct syntax is with \. Otherwise, the installation is corrupt. Wipe the disk and try again.

Since according to AveYo (thanks for this) this is only temporarily integrated into Windows 11 by Microsoft, one can assume that this command will not work for much longer. I truly hope it remains.

oobe\bypassnro

Then you can reactivate the Internet connection and add a password to the account, as well as make all other settings.

Alternative Workaround that should remain feasible, more trouble than the simple above command:

If the Internet is disabled, you start the reinstallation of Windows 11. You get to the window: "Unfortunately you have lost the Internet connection". From here it starts. Replace "User Name" with whatever you wish to use for the account:

Press Shift + F10. The command prompt opens

net.exe user "User Name" /add

net.exe localgroup "Administrators" "User Name" /add

cd OOBE

msoobe.exe && shutdown.exe -r

Windows will now restart and start with the other settings until Windows 11 is installed correctly with a local account.

When logging in, "The user name or password is incorrect" now appears.

Simply press OK and select the right account at the bottom left of screen. You should have one for Administrator and one for whatever name you used as "User Name" above.

Lets hope the simple oobe\bypassnro stays, as I have used both methods, and the first is by far the easiest.

Easier alternative: Press CTRL+SHIFT+F3 to enter Audit mode (bypass OOBE and login with the built-in Administrator account without creating a user). From there you can go to Settings, Accounts, Other Users and create a local account. Just make sure it is Administrator, not Standard user. Then restart and you should see OOBE again (choose your country etc). Haven't confirmed it, but since there is already at least one user you should not be asked to create another. I would stay disconnected to the internet, just in case, until I login to the local account.

I have tried it several times from first screen and it does not always work.

It always works from the internet screen.

How is this easier?
It is more complicated and easier to make an error.

It is "easier" since you use the GUI and not commands, but copy-paste commands might be simpler.

The only problem I've ever found is that after Shift+F10 you cannot type into the command prompt. If so, click on it to give it focus, then you can type.

Or press ALT+TAB to switch to the Command Prompt window and then type.
