I have 2 laptops the same surface 4 laptops one i erased and did a fresh windows 11 install without any issues, local account all done.
2nd laptop lets me shift f10 cmd ncpa.cpl and oobe\bypassnro but the "I dont have internet" is missing after the command is run so it will not let me setup a local account?
Has anyone come across this before? did you find a way around it?
any help appreciated, thanks in advance.
