Outlook does not open automatically at Windows startup

Outlook 2021 (classic) (Version 2603 Build 16.0.19822.20086) 64 bits

For some time, when I start my system, all my startup programs open in the system tray except for Outlook.
I have checked:
• Task Manager/Startup Applications: Outlook is enabled (see attached image)
• shell:starup (C:\Users\XXXXX\AppData\Roaming\Microsoft\Windows\Start Menu\Programs\Startup) Outlook link to ("C:\Program Files\Microsoft Office\root\Office16\OUTLOOK.EXE")
• Settings/Apps/Startup: Outlook is enabled (see attached image)
• Settings/Apps/Advanced App Settings/App execution aliases: olk.exe active (see attached image). Regardless of whether it is active or not, Outlook does not start automatically
• CCleaner/Tools/Startup: Outlook enabled (see attached image)

For your own security, remove your username from the path in your post and never post it online.

If it's not on your taskbar, is it in the hidden icons menu?

Start Alias image shows an app package path, but you state the path of an installed desktop program. What outlook are you using exactly?

Desktop (classic) ?
New (the app) ?

This works for me.

Press Win + R to open the Run box.
Type shell:startup and click OK to open the Startup folder.
Open the Start menu and find "Outlook" (ensure it is the classic version, not "New" Outlook).
Drag and drop the Outlook icon into the startup folder.

Right-click on the Outlook Shortcut in the Startup Folder -> Properties
Target should be "C:\Program Files\Microsoft Office\root\Office16\OUTLOOK.EXE" with the quotes.
And [Open File Location] should find it.

If you double-click on the on the Outlook Shortcut in the Startup Folder it should start Outlook just like the Outlook shortcut in your Start Menu.

FYI - olk.exe is the New Outlook for Windows App.

Is everything else in your shell:startup folder running OK at startup? If Outlook is all you have in it, drag another shortcut from your Start Menu into it as a test?

Thank you for your help, unfortunately the problem persists.
If you pay attention to my post 1 and the attached images, all your suggestions have been tested... without success.
A question about the here above image Stratup image outllook_1, although the link is correct, the icon is not that of Outlook.

I just did some other tests:
  1. shell:startup adding an application link, which adds the application to "Settings/Applications/startup"
    restart PC, the application opens when Windows starts.
  2. shell:startup I delete outlook link and create a new outlook link, new Outlook link in "Settings/Applications/startup", its icon is not that of Outlook (see image (Stratup outllook_1)
    I restart PC, Outlook not only does not open, an alert window appears: "Sorry... We encountered a problem, We couldn't start your program. If it doesn't start, try repairing Microsoft 365 and Office from Programs … Error code: 0x426-0x0 (see attached image)
    In addition, by launching the Outlook desktop link or the app directly "C:\Program Files\Microsoft Office\root\Office16\OUTLOOK.EXE", the alert message Error code: 0x426-0x0 is displayed. Outlook not start and return the lerte windows "Error code: 0x426-0x".

In fact, it is impossible for me to open Outlook when Windows starts, if I add an Office link (Outlook or Word or Excel or PowerPoint or…), when Windows starts, the message Error code: 0x426-0x0 is displayed and it is impossible to use Office. So I deleted the outlook link from shell:startup so that I could access my emails.

I will appreciate your help

Thanks for the updates. So this is an Office problem, not just Outlook. First thing to check is Microsoft Office Click-to-Run Service.

Run (Windows Key + R) services.msc
Find Microsoft Office Click-to-Run Service
Should be Running and Automatic Startup

@ Hornblower409: Microsoft Office Click-to-Run Service status was disabled. I put it on automatic. Then I restart my PC, check again Microsoft Office Click-to-Run Service status... again disabled.
I restarted my PC twice, and twice the MS Office Click-to-Run Service status was disabled.

@ dacrone: I didn't quite understand your question. My system start in less than 2 min, all my startup programs open in the system tray in few seconds, except for Outlook never open.

but then after you are logged in, you can manually open it and it functions? (thats what the last sentence sounds like....)

i know AVG used to disable the service.. have you checked SEP to make sure its not tampering with it?

@dacrone: after starting windows and startup programs open in the system tray (except for Outlook), I can manually open and use Outlook and all its features without problem
So I use SEP (Symantec Endpoint Protection), here bellow image concern SEP-Outlook

I use SEP (Symantec Endpoint Protection), here bellow image concern SEP-Outlook
I do not use Symantec Endpoint Protection (SEP) so this is all pure conjecture on my part.

I do see that SEP may use an Outlook Add-in.
Symantec Endpoint Protection and the new Outlook Plug-in support

If so, then there could be a problem with Outlook starting before the full SEP stack is up and running, so when the SEP Add-In tries to initialize it can't connect to some required SEP service and dies?

You can test this my just temporarily disabling any SEP Add-In.
