Due to popularity, powerful features and ease of use, here are:
Paint Shop Pro 4.12 and 7.04 and 8.1 and 9.01
These are all free, legal and fully functional.

These work flawlessly on all versions of Windows from 7 to 11.
Paint Shop Pro 4.12 and if memory serves, 7.04 also work on Windows XP.

I recommend either 7.04 or 9.01

But, it has a really shallow learning curve.
And, no matter how good you get at it, there's always another tool somewhere.

From what I can remember 7 was pretty much the same as 8, I've had a good look and can find manuals for everything apart from 7.

Same. I've been using PSP 7.04 for maybe 15 years. I got most of it down pat.

I am actually using the abandonware version of Photoshop CS2 before Adobe switched to cloud service. Still fully functional. They had a repository site back then for discontinued Adobe products that came serial numbers.
I've been a Photoshop user since the early 90s.

Paintshop Pro 4.12 is "portable".
It doesn't need to be installed.


Here's the directions...

This copy of Paintshop Pro 4.12 is portable.
Right click the ISO and choose Extract, to any folder you have created.
After the extraction...
Double click PSP.exe located here...
X:\<folder name>\jasc-paint-shop-pro-4.12\PSP4\EXEC ...to run the program.
It will pop up this message. Just ignore it and click OK. :-)

Yes, it's a copy protected pdf, you can't copy text from it and paste it elsewhere. Nor can I open it in LibreOffice (well, I can but it's gibberish). That copy protection has been carried over into your saved copy.

Yes, the one downloaded from Dropbox. That was the one I tried opening in LibreOffice Draw.


Yeah. I opened it in Firefox... which gave me the option to Save it.
After saving it... I could then open it in SumatraPDF.
