Solved Popups on Chrome browser that cannot be removed supposedly from Windows

I would think the domain name in the popups should give you a hint about the validity.. They are likely browser driven!

i would clear the browser cache and then a system clean-up then do a AV and malware scan.

Remove suspicious extensions
Clear browsing data
Reset Chrome settings
Run a full antivirus scan
Things for you to do:
Check for scam notifications
- Open Chrome.
- Click the three dots in the top-right corner.
- Choose Settings.
- Click Privacy and security, then Site settings.
- Scroll down and click Notifications.
- Look for any strange websites that are allowed to send notifications under Allow.
- Click the three dots next to each one and choose Remove or Block.
Remove suspicious extensions
- Open Chrome.
- Click the three dots in the top-right corner.
- Go to Extensions (under More tools).
- Look for anything unfamiliar or that says “security,” “scan,” or “protection.”
- Click Remove next to anything suspicious.
Clear browsing data
- Click the three dots again and go to Settings.
- Click Privacy and security.
- Choose Clear browsing data.
- Select All time and tick all boxes.
- Click Clear data.
Reset Chrome settings
- In Settings, scroll down and click Reset settings.
- Choose Restore settings to their original defaults.
- Click Reset settings to confirm.
Run a full antivirus scan
- Run a full scan to remove any malware that might be causing the popups.
- Download AdwCleaner (from Malwarebytes) and run a scan

A word about web browser Add-Ons.
Just because Google Chrome allows them to be added, doesn’t make them safe.
At the least, always try and do a little search on the add-on name. Read any reviews on the add-on page.
Just because an Add-On is available at the Chrome Web Store, doesn’t mean that it’s safe.
Do not run add-ons found on websites, “special deals” add-on’s can be pretty bad, like coupon add-ons.

I agree. I just noticed the alerts and was going through Antspants steps. When I deleted all browsing data, the popups disappear> continuing though the rest of his suggestions. Only thing I could not locate (yet) is Notifications.
