Is there any settings that could have disabled the toggle? This is a new work computer and the remote desktop should have been allowed from my company's IT staff.

5u5man, I don’t know if this is going to interfere with what it is your IT has setup, but the reason why you can’t toggle that setting is due to the group policy.
To get back control of the toggle, this is what you need to do to remove the “Some settings are managed…”
I’d suspect the IT crowd forgot to enable it.
If you’re worried about it, link them to the tutorial.
If you’re OK to gain back control, download and run the batch file within and you should be good to go.
