My desktop PC with Windows 11 25H2 stable release channel version has Microsoft .NET Runtime 8.0.22. This latest version 8.0.22 shouldn't be removed from Windows 11.

While it may be EOL, that does not mean a user might not need it. It is dependent if he has an older application or game that requires that version of .net runtime to be installed before the given app will run.
Leave it alone, T2T. Just because it has the word "desktop" in it's name, it has nothing to do with your Desktop folder. You can delete it from your downloads folder.

Something has installed it so I’d say keep it. It takes up little space. It's something that works in the shadows so you'll not hear a peep from it if it's working as it should.
