I used to use Skype to call US numbers for very low price but now skype is gone. Any other good alternative ?

Does a receiver of calls also need to have Google Voice to call them?

No, the person you are calling does not need to have Google Voice to receive calls. Google Voice allows the caller to make and receive calls using a Google Voice number, which can then be forwarded to other linked phones, including traditional mobile phones. The receiver simply uses their regular phone as they normally would.

Skype had deals where I could call any landline phone for unlimited minutes in any EU country for about £5 per month.

I have been unable to find a comparable deal anywhere.

Many websites claim deals at 1p per minute but they typically all bury a 5p connection charge in small print. You burn up cash fast if you make short calls.

A good deal is to buy a SPUSU monthly rollover SIM which gives unlimited uk calls and 500 minutes of international calls for less than £5 per month (limited data) - I pay £3 per month and get 1 GB of data but I never use data only the international calls. You cannot go over data unless you cbarge with cash to buy extra data.

Service is great - customer services use a rare type of interface called HUMANS.

BUT, Google picks it up in the USA so it's a local call for the caller and for the receiver with Google running it in the middle as an Internet IP based call?

I have a Grandstream HT812 telephone adapter connected to my router.
My ISP allows calls to certain countries for 0.1cent per min.

That can't be done, Google Voice numbers are issued only to US residents. You cannot sign up for a Google Voice number while outside the USA.

In case of interest, you can disconnect your regular number from Google Voice, it is only necessary initially when claiming a GV number.
I use the Google Voice app on my cellphones and can make and receive calls and send text messages using my Google Voice number. All that is required is a data connection, wifi or cellular.

I assume you mean basic VOIP stuff not whatsapp etc.

Any of these OK ?? I don't know but try- enter VOIP at the search when you get the website - probably also another one of those wretched "I'm not a Robot" things as well.

A great feature I miss from Skype that it write subtitle automatically so if I dont understand few words while talking I just read the subtitle

Of course you can also make vice or video calls using Facebook Messenger. On the premise that the receiver also has the Facebook messenger or Facebook App. I am not really up on how Meta conducts is suspect services anymore
