Solved Sleep resets color

I set "HKEY_CURRENT_USER\Control Panel\Colors\HotTrackingColor" to "255 0 0", but when sleep is enabled, it changes the color to "0 120 215", but it remains "255 0 0" in the registry, logging off or restarting resets the color to the registry value.

Found a workaround. Right clicked on "Colors" and selected "Permissions > Advanced" and changed the "Owner" and then "Disabled Inheritance" and then remove "System". Clicked Ok and went back to "Permissions" and select the user and all check boxes under "Permissions". Now the color remains after sleep. Don't know, but I am thinking that this is a problem with a lot of registry settings.

Is this referring to the accent colour for the File Explorer title bar? It only works if I use a theme, but then my desktop icons get a drop shadow. I have a background chosen and a manual accent colour, no drop shadows on desktop icons. However, I noticed if I run sfc /scannow I can get the accent color on File Explorer title bar. I can also get the accent colour if I change colours on the theme chosen but again the icons have drop shadows that I do not want. But this is intermittent and reverts to grey at shutdown. Strangely also, some days the title vbat is grey all day and then later I click File Explorer and it is the accent colour. I have no idea what is controlling this. And I've made no regedit or script changes.
