I realize that there is a different snipping tool than what came with windows 10 but I was wanting the older version at first. I have figured out the little changes in this version and I am fine with it, but I have a question.
I had found information for importing the older version into this new windows 11 computer and followed the steps to create a folder and
Copy the SnippingTool.exe file from c:\Windowsand\system 32 and paste the file into the new folder.
I also created another folder and name it en-US inside the SnippingTool parent folder. I then went to the c:\windows\system32\en-US and copied the SnippingTool.exe.mui file and paste the file into the new en-US subfolder I had created. I then put them on a flash drive and went back to this pc to move them to it.

I am not going to bother with that now, but if I were to do I just leave that new snippingtool folder somewhere on my computer or would I have moved the snipping tool.exe to the c:\windows\system32 folder on this new pc and then moved the .mui file into the en-US folder or move the entire new folder to a specific location on my new computer?

When I did try moving the snippingtool.exe.mui to the en-US folder on my windows 11 pc but got message stating that Destination Folder Access denied and that I need permission to perform that action. Since I am and administrator on this computer wouldn't I have access to all the folders on my pc? It really does not matter since I have figured out how to do the things that I need with this new snipping tool, but was just curious

This pc is Windows 11 PRO version 23H2 (OS Build 22631.5472)

Install @LesFerch's RightClickTools, you'll get a context menu with options to open a CMD or PS window with TrustedInstaller rights.

This is the right way to grant yourself permission to copy the files. While takeown/icacls methods do work, most users don't bother to restore the files to their original permissions. Which can possibly lead to other headaches if you do it to the wrong folder or files.
