Strange behavior in settings

So Ive had this happen before. Apparently a windows update fixed it maybe...IDK. Anyway I havent had an update for awhile so I dont know if this is related to windows again or..?
What happens is lets say I open windows settings, and on the top rightish area is the button to Update Windows. When I click it, it does the action of a button being pushed but it does nothing and immediately like a string of christmas lights, the next button to the left highlights itself in white and acts like it was pressed and then the next button to the left of that and so forth. Just like a flowing string of blinking lights..I could video shot it upload the vid and post a link here, but I think this has been covered here somewhere so maybe others have similar issues. Also if i click my left mouse button say on the windows update button like 10 times really fast then it will activate the button as it should do upon press. Weird behavior I know, it seems its only doing it in the Windows settings menu and the Microsoft store that I can tell, at least for me anyway. This action of moving highlighting flickers and actions occur everytime I press any button. I just remembered that Microsoft store was just updated this week or last I believe...thats all I can tell you. Any help is appreciated.
