Solved System Security doesn't exist!

I have warnings of Actions Recommended by Windows Security on my newly installed Windows 11 VM (release 22623.1245), but Windows Security doesn't exist! System Settings/Privacy & Security/Open Windows Security says "Get an app to open this 'windowsdefender 'link. And none of the context entries from the recommendations icon in the taskbar do anything different.

I have tried all the solutions I could find -
commands including Get-AppxPackage Microsoft.SecHealthUI -AllUsers | Reset-AppxPackage;
DISM commands;
SFC /SCANNOW;
reboots;
checking Windows Defender regedit entries

and nothing works! What's wrong that such a basic thing doesn't;t work on a new system install? I hope you can help me, thanks!!

doesn't;t work on a new system install
When you say new system install, did your actually do a clean install or install KB5022358 through windows update to get to that version? Do you have any third party AV installed? If so uninstall it.
If you installed KB5022358, try uninstalling it.
If all that fails do a repair install.

Set-ExecutionPolicy Unrestricted
(answer with B)

Type or copy and paste: Get-AppXPackage -AllUsers | Foreach {Add-AppxPackage -DisableDevelopmentMode -Register "$($_.InstallLocation)\AppXManifest.xml"}

(wait a few minutes to complete)

Type or copy and paste: Set-ExecutionPolicy restricted

(answer with B)

Once completed close PowerShell and reboot.
See if that works.

Hi there
I think somehow your install iso got corrupted -- ort whatever.

I had similar issues until I used a decent iso from UUPDUMP -- and make sure when generating the ISO you have a reasonably up to date version of Windows to run the script that creates the iso.

Thanks, I'll continue working on this today. This morning I already tried the powershelgl commands (I think I tried that before but not with the execution policy command first, so I did it again), backing out KB5022358, so now Ill do the repair install. @jimbo45 I did originally use an ISO from UUDUMP, and maybe it was corrupted. I will be running from 22623.1245 to generate the same ISO version to start the repair process. Fingers crossed, I'll post back. Thanks!

I know this is an old thread, but again thanks to Brink I found an old post of his about
CLEARING of WINDOWS EVENT LOGS (all)...WBF (Batch File).

Quick story, I was always having issues with my old original first edition Alienware M17X (yes she is still going on 23H2) Cold Booting Up FREEZE.
I got so use to unplug power and reboot or unplug Ethernet cable and reboot to fix.
BUT, Once I ran Clearing of all Windows Event Logs batch file I have not had a Boot Freeze since.
I recommend you run this every 6 months.

Anyway it works for this old guy!
