The Quest for Login Bloom Animation

Hello, I'm looking to enable the login bloom animation. I just want to find out how Microsoft implemented it. From what I've gathered they removed it in early builds.
I've ran some release builds in a VM but to no effect...
I can't find any case of this being a setting or a check box, nothing. Can't even find a confirmed build number with steps to enable this. My thinking is this is a feature that only ever played on certain manufacturer builds on first login with the right mix of pre-requisites. Only on initial release builds. Thus, it has gone poof.

Many people have re-created the bloom login effect with Wallpaper Engine and even someone made AutoBloom on Github which are both nice. They just play a video file which is not what I'm looking for.

Any help in my search would be appreciated I've attached a gif of the Bloom Animation. This would play on login on the desktop background just before or after the login chime.

It was never officially released as a built‑in Windows feature in any version. Apparently performance issues and other crap.

A developer created AutoBloom, a GitHub project that mimics the Bloom animation during login using scheduled tasks. I know you mentioned it, but it’s as close as you’re going to get from what I can tell..
