Third Party snipping tools blocked from active Group Policy & Security windows?

Hey all. Have a question.

I'm using faststone capture and it's hotkey functions do not work when a group policy window is active. Same thing with Windows Defender Firewall with Advanced Security.
For instance, I bricked some components on my computer and I'm trying to now keep track of what edits I do in Group Policy by taking screenshots of changes, but the hotkeys for my third party screenshot tool (faststone) don't function with the GP window active.

Same for Windows Defender Firewall with Advanced Security. I can't get hotkey functions to work.

Print screen + clipboard default still works.
I can hit the print screen key with Group Policy/Windows Defender Firewall with Advanced Security windows active, but I have to paste it in order to get the result.

Anyone know what could be the cause of this? This has been a default function of Windows 11 ever since I've installed it (clean install).
