Does anybody know anything about this security feature on downloaded files? Why do some files get the security warning and others not?

Some do, most don't.
On my comp, a lot of .vbs files get that warning.

I've never seen an .exe file get that warning. Might want to scan it at virustotal.com

Keep in mind, that with a full OS image backup... you're pretty safe.

When I download a file from the Internet, I always go to the official site of the file/app/driver I need. By doing that, I can be sure that I won't have gotten something Gramma's lye soap won't take off!

If you didn't get the file from its official site or a site known to be safe, there is a pretty good possibility you will get malware along with the file. So, in that instance, I wouldn't unblock it.

However; as an example, I just downloaded Windows 11 Insider DEV Build 22478.xxxx from UUPDump which comes as a zip file. Before anything can happen, I have to go into Properties and unblock the zip file. I will then have to extract the zip file in order to proceed.

Take for instance Autoruns from the Sysinternals website also gives this security warning...

So you're making your own judgement as to whether the file should be unblocked? What alerts Windows to these files being a security issue in the first place? I don't understand.

Basically the OS does not recognise the download location and flags the file as "potentially" dangerous, it is a simple matter to override this "thoughtful" piece of coding You will see it if you download a file from a company server that has no dealings direct with Microsoft so is not recognised as Safe

Download location? As in C:\Users\Public Downloads?

Edit: Do you mean the public folder is flagged as unsafe?

Not the local location but the remote Web Address which is hosting the file you are downloading. - It will not happen if the file is from Microsoft.com, or AMD, or Intel or most other well known sites. But if you go a small site that could be known to be a potential problem site or simply an unknown site it will block the file to protect your local device

The link I gave above will let you switch off this security feature although these days it's not recommended

So how do you know when to trust (or unblock) a file that gives the Windows attachment manager security warning?

By all means this is only a rough idea where to start of what to look for IMO

First, check the website address where you are getting it from
If you don't trust or know the site, look for the software elsewhere.
Use your instincts, if it seems off, then generally it is
Check that the download/file is really the file you are looking for
Avoid getting cracks/patches, altered software especially with unknown installers

If you think it is safe to proceed:-
Keep virus and malware scanners up to date, and use them to check the file after downloaded

That is always the difficult decision to make, if you are given an address from a trusted site or someone you personally know and trust, then this should be fine.

If you are not sure, or you have been moved away from the original site that you trusted, as can happen, this would be a warning flag.

if you are not sure then there are several things that you can do.

try to find a copy of the file on a site that you and Microsoft do know and trust -
I would always suggest that you try to download the file from the creator/developer of the file's site. rather than a file distribution site
use your own anti malware system to check the file for problems
If all else fails to satisfy you that the file is safe then I would try to find an alternative way to do the job

LOL, no the location you downloaded the file from. e.g. mypornlibrary.com
I dunno if that place actually exists. It's just what I assume when I see file names blacked out in images.

That's up to you. If it's from, say, here or from a recommended site such as UUP Dump or a known safe site you frequently use then you know it's good.
If you forget to untick the box, like I do frequently, then you'll get the smart screen filter popup which you'll need to tell it that it's ok to continue.

I think this is either the new default Windows approach to security or a setting configured out of the box to high (Edge, Defender etc.), the file below I just downloaded direct from Intel's UK server and got the same properties, checking the Brother printer drivers I downloaded a few days ago for my new printer, the same properties/ message, a few HDRI's from Polyhaven.com (a site I am registered with and donate to) the same properties on .jpgs, .pngs and .ekr files.

I usually click unblock when I see this. If you're unsure you can always scan it it with your AV.

Ummm, no, I'm not "making my own judgment" at all. Others have answered why Windows wants you to unblock files.

I don't download files from "just anywhere" on the Internet. I download from sites I know are safe, and the safest site is the "official" owner of whatever I'm downloading.

As an example, I wouldn't download Microsoft 365 (Microsoft Office) from anywhere but Microsoft. Yeah, there are places out there that say you can get Microsoft 365 for a lot less than what Microsoft charges. So, you pay the "much lower price", and download the software. You think you got a bargain, but in fact, you just got scammed. Several things can happen . . . you might install malware with Microsoft 365, or if that doesn't happen, at some point you will most likely get notified by Microsoft that your Microsoft 365 is not a legal copy.

The above example illustrates that if it looks too good to be true, it probably is. There are jerks out there just waiting to take your money, my money, etc.

The bottom line is that you must practice due diligence when buying/downloading software. If you aren't sure of something, ask about it in the proper Forum. The guys and gals here are certainly glad to keep you from making a mistake.

Another way to stay safe is to look for whatever you need in the Microsoft Store. I can't vouch for the quality of everything there, but I can pretty much know that I won't get scammed by anything I get there.

So, once you're sure what you have is safe, go ahead and unblock it.
