Overnight, someone changed my Win 11 Personalization from my own custom configuration to Spotlight, pictures compliments of Bing. (I'm a Chrome guy.) The price of freedom truly is eternal vigilence.

You are in Themes. Which controls more then just the background picture.
You can override this by backing out and going to Background and choose a Photo, Solid Color or slide show you want.

I’m not a fan of the new personalise, I go in there sometimes but I prefer the classic personalise setup
The background settings make if less frustrating for my 6 monitors. It’s just a personal choice for me.
