To activate Win 11, what types of older license are good?

In the Virtualization part of this forum, I have gotten great advice on how to install and run Win 11 as a Virtual Machine in Hyper-V on my Win 10 PC.

However, there remains a question about activation of the W11: What types of license for an older OS will work to activate my Win 11 Virtual Machine? Correct me if I have this wrong, but I understand that a Retail license for Win 7 or later WILL work. However, an OEM license -- the COA on a sticker on a Win 7 PC -- will NOT work. Is that correct?

So what types of Win 7 licenses WILL work, and where can I find them? Ideally used from eBay but still good and cheap.

Apparently, a Windows (7, 8, 8.1) license will work to activate Windows 11.
You just can't "upgrade" straight from Windows (7, 8, 8.1) to Windows 11. You have to "upgrade" to Windows 10, first.

Just a Win 10 license.
The others (7, 8, 8.1) will work to get you Win 10.
So they DO work to get Win 11, but only by going "through" Windows 10.

Like so...
Do a clean install of Win 10 using Win 7, 8, or 8.1 key.
Then update or do an In-place upgrade to get from Win 10 to Win 11.
I would have to disagree. I just activated Windows 11 Pro with a Windows 7 Pro OEM product key from a COA label. Once Windows 11 accepted the Windows 7 product key and activated, the installed product key changed to the generic OEM product key of NF6HC-QH89W-F8WYV-WWXV4-WFG6P.

I did a clean install in a new VM, and then at the first OOBE screen I pressed shift+ctrl+F3 to enter audit mode. It was in audit mode that I activated it with the Windows 7 product key.

Yes, I had the same. A clean install of 11 Home in a VM was activated by changing the installed key to a W7 Home CoA key I had to hand. Whether that would work if the CoA had previously been used to activate an install (of W7 or 10) is another question. I know for certain that the key I used had never been used before.

    fully 'Windows 11 ready' laptop. Windows 10 C: partition migrated from my old unsupported 'main machine' then upgraded to 11. A test migration ran Insider builds for 2 months. When 11 was released on 5th October it was re-imaged back to 10 and was offered the upgrade in Windows Update on 20th October. Windows Update offered the 22H2 Feature Update on 20th September 2022. It got the 23H2 Feature Update on 4th November 2023 through Windows Update.

My setup is so weird... it's hard to tell what the rules are.

I have two identical SSDs.
I made a backup of the one SSD and restored it to the other SSD.
Then, on the other SSD, I did an In-Place upgrade from 10 to 11.
It's kind of a loophole. I only hook one SSD up at a time, cause they're both on the same license... technically.

One SSD is running Win 10, the other is running Win 11.
If I hooked them both up at the same time, one of them would fail activation, probably.

When I originally installed Win 10, I used a Win 7 Retail key. MS said I have one install left on that Win 7 key.

Maybe you can use the keys from Win 7, but you just can't upgrade/update straight from Win 7.
Well you can try (as I did) but you'll only be able to keep your files. Probably won't get a digital license either (I didn't test that, I quit at this point).

An upgrade from 7 to 10 first, then 10 to 11 will of course work and activate.

    fully 'Windows 11 ready' laptop. Windows 10 C: partition migrated from my old unsupported 'main machine' then upgraded to 11. A test migration ran Insider builds for 2 months. When 11 was released on 5th October it was re-imaged back to 10 and was offered the upgrade in Windows Update on 20th October. Windows Update offered the 22H2 Feature Update on 20th September 2022. It got the 23H2 Feature Update on 4th November 2023 through Windows Update.

An upgrade from 7 to 10 first, then 10 to 11 will of course work and activate.


Yeah, that's what I was thinking of.

When I switched to Win 10, I didn't want to "upgrade" from Win 7. IMO, they're too different.
So I did clean install of Win 10, using the Win 7 key.
Then I "upgraded" from Win 10 to Win 11, cause they're almost identical.


It'd be really nice if MS would just put out a nice unambiguous set of rules for this.

It's kind of a loophole. I only hook one SSD up at a time, cause they're both on the same license... technically.

One SSD is running Win 10, the other is running Win 11.
If I hooked them both up at the same time, one of them would fail activation, probably.
Technically that seems to meet the EULA requirement that you only have one copy of Windows installed on the machine at any one time. Having two copies (ie. both SSDs hooked up) would be a technical infringement, but I don't see how the activation servers would know. They can only see that you're running one copy of Windows at a time, whether the other ssd is installed or not.

Keep in mind, the OP did not ask about upgrading from Windows 7 to Windows 11. They asked about using a Windows 7 product key to activate Windows 11. And the answer to that question is yes, Windows 7 product keys, even OEM, will activate Windows 11.

All and esp. NavyLCDR - Many thanks. It's great news that I can use an OEM sticker key from originally a Win 7 machine to activate my new Win 11 Virtual Machine.
Really dumb Q - when I have the Win 11 VM running, what exactly do I do to insert the Win 7 OEM sticker key and activate the Win 11 VM? FYI - this new Win 11 VM is Local Account, and it's Win 11 Pro.

I used my Window 8.1 Pro retail product key, and entering slmgr /dli from an admin command prompt shows Win 11 to be the Pro version retail channel. Even on a 12.5 year old PC that had an OEM copy of Windows 10 Pro installed on it and the Windows 11 Pro installed from the first "leaked" ISO are seen as Pro (retail channel) versions. All three installations use the same Microsoft account. Very strange, but I'm not going to complain.

In your case, are you using the same key on a "real" machine (Win 8.1?) and your Win 11 VM?
If yes, do you have them running at the same time?
Separately from keys, I wouldn't think having the same Microsoft accounts on different activated machines would be a problem, but I wouldn't know because so far I've stayed local.

Just a Win 10 license.
The others (7, 8, 8.1) will work to get you Win 10.
So they DO work to get Win 11, but only by going "through" Windows 10.

Like so...
Do a clean install of Win 10 using Win 7, 8, or 8.1 key.
Then update or do an In-place upgrade to get from Win 10 to Win 11.
I did a clean install of Windows 11 in a VM using my retail Win 8.1 key and it activated.

  1. I now have a Win 7 Pro OEM sticker from an old PC. I don't know whether it is 32 or 64 bit. Has anyone actually personally activated a Win 11 with such a sticker?
  2. If it turns out my Win 7 Pro sticker is 32-bit, will Win 11 say "Are you kidding? 32-bit is so 2005! Get lost"?
