As the title suggest, how do I (or should I) disable OOBE permanently.

I can end task in Task Manager.
I also have the relevant box unticked in Settings (Show me the Windows welcome experience after updates and occasionally when I sign in to highlight what’s new and suggested).

However, after every reboot User OOBE Broker comes back.

Suggestions gratefully received.

Is it causing you a problem? On my system it's one of 69 background processes along with 93 Windows processes. Given how little (if any) resource it's using I would leave it alone.

You can always eliminate it permanently.
Code:
takeown /s %computername% /u %username% /f "%WINDIR%\System32\oobe\UserOOBEBroker.exe"
icacls "%WINDIR%\System32\oobe\UserOOBEBroker.exe" /inheritance:r /grant:r %username%:F
taskkill /im UserOOBEBroker.exe /f
del "%WINDIR%\System32\oobe\UserOOBEBroker.exe" /s /f /q
