Solved W11 23H2 ISO in-place update to 24H2 fails after reboot, supported hardware - out of ideas

I've been trying to debug why my Desktop always failds to update to W11 24h2 for the past 2 days, and now I'm out of ideas.
I made so many adjustments on my W11 (thinking it could be it) that the system is ridiculous solid and I have only TWO non-critical silly Event Errors on my Event Viewer, that's how much things I did.

ERRORS INFORMATION
The erros are always related to [0xC1900101], which I know are "driver related", but very generic.
The end number after it has changed a few times, but I saw 0x30004 on the first tries, and now it's consistently , 0x30017.

When I check C:\$WINDOWS.~BT\Sources\Panther\setupact.log, now, the last error is been always consistently the same now:

What I have tried / done, for context:

- Hardware is supported, I'm using official ISO. TMP is enabled, Secure Boot is enabled. (it was disabled first tries, enabled it, no change)
- I noted my Windows Recovery Partition was not setup correctly, so I fixed it and made it 2Gb in size. No change.
- Disconnected an external NVME on a Realtek inclosure, no change.
- Tried install with "Check Updates" ISO option enabled / disabled, online/offline mode, no change.
- Disk Cleanup before every install.
- WU reset before every install
- Ran sfc / dism commands multiple times, even after rollback there isn't any errors.
- Cleaned up any Group Policy that could be affecting WU
- No pending WU, no drivers issues on Device Manager

The ONLY thing I couldn't fix is when I run WU Troubleshooter, it ALWAYS "Fix" an issue. But it's always the same thing, doubt is related considering WU is working correctly (well, doesn't offer me 24h2, but that could be one of the holds? Everything else updates all the time), and I'm doing a ISO update even in offline mode.

As title says, I'm out of ideas, any help interpreting the logs is appreciated.

If you have any 3rd party antivirus or anti-malware installed... disable those, and try again.
If you have a 3rd party firewall running... make sure it's set to Allow or Automatic, or whatever.

Note: Attachments, either screenshots or zip files, must be under 2MB in size. If they're bigger than 2MB, then as you discovered, you need to use a hosting site like Dropbox, Google Drive, OneDrive... etc.

Back when they first released 24H2 (to the masses), this is how I did it...

I used the Media Creation Tool to download the 24H2 ISO from Microsoft, and saved it to my desktop.
Then I right clicked it and chose: MOUNT
And... I just did an In-Place Upgrade from 23H2 to 24H2.


Some people had more luck with the "Installation Assistant", rather than the Media Creation Tool.




I know it doesn't seem like much, but I used Option #2 (ISO method) in the In-Place Upgrade tutorial.
And I follow the directions in the tutorial... exactly.
Your comp is compatible, it seems you've done everything right.
But you have to really work at it, to make an In-Place Upgrade... fail. :-)


If you would rather mess around with all kinds of Microsoft razzle-dazzle, error logs, etc...
Then @zbook is your man. <------- He will see this "mention". :-)

Thanks for the reaction points, long time PC enthusiast / forum user (just not here until now) hehe.

To your points:
  • I don't have any 3rd party Antivirus. I only have Malwarebytes, but it's just for manual usage, doesn't start with windows, its services are disabled. I only use Windows Defender on standard settings.
  • Same for Firewalls.
  • All my installs have been using the ISO method (downloaded it via the Media Creation Tool), like the Option #2, mounting the ISO via Explorer and running setup.
The installation goes all the way to "your PC is going to restart", after reaches 100% on that blue screen step.
It then does a few restarts, I see a new progress go to 12%, restart, go to 30%, restart, then goes into some loop restarts and finally show "Undoing changes made to your system" (or something like that).

PS: twice it gave me a BSOD after the 12%, I restart and does the undoing changes, but the errors logs are always the same, once entering Windows I have the error message with errors [0xC1900101, 0x30017]

So, I don't think there's anything for me to try based on that tutorial.

Nop, I have none of those issues (unless there is some problematic driver for 24h2 that I'm not aware of, sadly it seems logs don't tell what it is, to my level of knowledge at least.

Maybe try an In-Place upgrade from 23H2 to 23H2.
An In-Place is also a repair install.

Maybe, if you do the repair install (In-Place Upgrade) from 23H2 to 23H2... that may give you a better chance when you THEN do an In-Place Upgrade from 23H2 to 24H2?

Maybe the In-Place Upgrade is having trouble doing both a repair and an Upgrade at the same time?



It could very well be a driver issue, but I've never had one of those.
The only drivers I "manually" update are the chipset drivers and I update the BIOS.

I never use one of those driver updaters, they just cause problems.



I've heard good things about Driver Store Explorer, but I've never used it.

I think I'll refrain from doing that unless someone points directly to some information on the provided error logs that shows it will help.

Considering Windows Update provides me updates normally but 24H2 hasn't popup yet, I'm starting to think there is some driver incompatibility on my system not well documented yet that have a hold on W11 24H2, and ofc fails to update if trying manually.

I only wanted to update as this Desktop is mainly for gaming and 24H2 provides performance gains, but otherwise the system is solid.

I didn't try to remove every single device plugged into the system via USB, as I wonder that if it then passes, what would happen once I plug it back n - probably instability / BSOD? Don't want to have that.

Hopefully someone can figure out via the provided logs so I at least know what it is and can search for new drivers or contact manufacture about it.

EDIT:
Forgot to mention some things on the initial post:

  • I have AMD-V disabled in the UEFI Bios as I found this post about it.
  • I use Windows Hello with a Fingerprint USB device. But I removed the device (and did the driver uninstall) as I saw MS 24H2 open issues page mention a possible issue with some fingerprint devices. But nothing changed.

There's a tutorial about how to disable the Safe Guard that prevents 24H2 from showing up in Windows Updates.
But I can't remember what it's called so I can't find it.

Maybe @Brink knows what I mean?

I honestly don't know. The only problems I ever have are the ones I cause myself. :-)

Most of the regulars on here use 3rd party backup software. That makes the times we DO have problems, a lot easier to troubleshoot.

Well @zbook is our BSOD guy. I realize it's not really a BSOD, but he reads logs like the rest of us read cereal boxes.
He'll see my mentions of him when he comes online.

Someone else may have ideas about how to proceed. Just keep an eye on this topic.

During the troubleshooting please modify the default language to English so that log files can be scanned and read.

My Display Language and Preferred Language is already set to English (United States), I don't even remember the last time I used any OS / App / Software not in English.
But the Windows REGION settings (Country and Regional Format) are obviously set to my country otherwise date formats and currencies don't match.

Do I need to change those to US temporally and run the report?

5) Open administrative command prompt and copy and paste:

chkdsk /b /v

Run these chkdsk switches on all drives using the syntax: chkdsk /b /v C: or chkdsk /b /v D: or chkdsk /b /v E: etc.

Make sure that the windows drive runs overnight while sleeping.

C:\WINDOWS\system32>chkdsk /b /v
The type of the file system is NTFS.
Cannot lock current drive.
Chkdsk cannot run because the volume is in use by another

Reboot as needed.

Explaining this error in Portuguese, I have BSOD memory dump disabled on the system for a long time, probably via register or PS command.

So, the message above is just reporting that the memory dump failed, as it stays at 0% on a BSOD (which happened only twice out of 10 failed 24h2 updates).

I'll check the requested diagnosis, it's a lot of things, thanks for the replies.
