Wanted! A file renaming app. Does such a thing (as I want) exist?

I have a laptop which contains old church admin data. Unfortunately the files have been created by various people using different file naming systems. Makes finding a file somewhat difficult. As an example, minutes of the admin body's meetings sometimes have the date in the file name but not in a usable format eg Minutes of PCC meeting 23 February.doc. It would be better if the format was YYYYMMDD PCC Minutes.doc.
I know there are apps which I have used that can change file names but not what I want. Is there any app that would extract the date from the file creation date and incorporate it into the file name in the format YYYYMMDD.
I know there are work arounds but I want to introduce a sensible file naming system and the change the old file names to match the new system.

Unfortunately a bulk rename utility such as included in a number of third-party File Explorer [file manager] replacements won't work so individually renaming probably is what's left. It's mostly time consuming but in File Explorer one can click once on a file name to highlight, click again to open the name for typing. If using the Details view the file date will be shown and can be used when typing the new name. Leave the file extension alone as that is what associates the file with the program that created it. Right-clicking a file name then clicking Properties gives many other things to choose.

Forgot to mention, might need to click View on the toolbar then Show and put a checkmark in File name extensions to see them.

To add on to FreeBooter's post, with Bulk Rename Utility, you'd want to do something similar to the attached screenshot. In the Auto Date section, choose the creation time instead of the modified time, as I have done. In the filters box below that, choose *.doc instead of *.ps1.

To some extent I may be commenting on my own question when I ask if I can use date to name a file, and that is a comment on the reliability of the date in the properties of a file.
Some time ago, when asking a question regarding dates on photos on the Directory Opus - GPSoftware support forum I triggered a lengthy and somewhat heated debate which left me totally lost. There didn't seem to be much agreement about date functions. There are so many "date" properties in a file name and in the case of photos it is even more confusing as there are EXIFF dates as well. I tried to find the thread but couldn't . It was a few years ago.

Anyway, thanks all for your responses.
