What is Google Chrome AI doing in the background when closed, still running?

In Google Chrome 148.0.7778.97, I disabled the downloading of weights.bin file (Ref: Stop Chrome from silently downloading Gemini Nano AI model on Windows 11). My other issue is why is Google Chrome continues to run in the background when closed while the System setting is disabled:

Google Chrome CPU usage goes between 5% and up to 55%. I cleared out 35GB of temp data files from %LocalAppData%\Temp already and it does not stop.

What is Google Chrome doing in the background? Why so much data?

The registry mod did not prevent the weights.bin file from downloading again. Google Chrome is not open, continues to run in the background:

I do not have that option. I have tried enabling the settings in chrome://flags and no success.

This is strange, I have this options in the same last Chrome version. As for my AI-related flags, these are disabled manually:
AI Mode Omnibox entrypoint
AI Entrypoint Disabled on User Input
Omnibox Allow AI Mode Matches

I added registry entries for both Edge and Chrome. Restarted Windows. Chrome keeps running in the background. In Chrome I cleared everything numerous times (Settings > Delete Browsing data, selected All Time with all options selected).

After running Bleachbit to clean up the system, restart Windows 11, and run Google Chrome and closed it, Chrome is no longer running in the background. The 4GB weight.bin file no longer exists including the folder. There must have been a session cookie not removing before.

After experiencing all kind of strange problems in Google Chrome, I decided to uninstall Chrome.

I noticed Google Chrome is much faster now, so there was something difintely wrong before.

I installed Google Chrome version 148.0.7778.97 and checked in the System settings and now have the On-device AI feature.

Chrome is back to the problems I had before, running slow, pages not rendering correctly, etc. where these same web pages/sites render correctly in Microsoft Edge and Firefox.

The On-device AI option in System settings is no longer there, it is gone. Chrome seems unstable lately.
