Every now and then while working on my PC this message pops up:

I think it's MS Edge... And as soon as I click on Dismiss, my screen freezes for few seconds, Then explorer seem to restart after a crash and things get back to normal. For it to stop I few time chose "Learn Shortcuts" thinking if I do what it wants me to do, it will stop and leave me alone! But this thing continues to pop-up!

Have a look in Edge settings, system and performance. This is my setup, and get no popups.

Try going to settings>personalization>device usage and toggle everything off. I think the settings there dictate those little not so helpful personalized tips that pop up.

Rez, the next time it appears, click the Notifications (bell) icon bottom right to bring up the Notifications panel. If it appears in the list there then hover the mouse over it, click the three little dots and see if there's an option to "Turn off all notifications..............." for it.

Maybe, or it could be Windows itself. I've never see that one, but then the first thing I do on any new install is go to System > Notifications, scroll right to the bottom, the click on Additional settings and turn all three off. Yours looks like it may be one the from the last one, 'tips ans suggestions'.

    fully 'Windows 11 ready' laptop. Windows 10 C: partition migrated from my old unsupported 'main machine' then upgraded to 11. A test migration ran Insider builds for 2 months. When 11 was released on 5th October 2021 it was re-imaged back to 10 and was offered the upgrade in Windows Update on 20th October. Windows Update offered the 22H2 Feature Update on 20th September 2022. It got the 23H2 Feature Update on 4th November 2023 through Windows Update, and 24H2 on 3rd October through Windows Update by setting the Target Release Version for 24H2.

I think it’s the bottom one. I disable all of them.

I think you found it :) I thought I had already disabled all these! But no! they were not disabled.
I removed them and since, I didn't get the message anymore. (keeping my fingers Crossed🤞)

and look for

edge-show-feature-recommendations

and turn that off. that should be it

Don't have this option! Even searched for "recommendations" alone and still nothing.

MS removed that option from Edge some time ago because... well... (I assume) lots of people were using it.

prob once it became a full feature of edge. i dont use edge. i have it blocked. you could also go to Settings (Windows Settings App) > search for "get tips, tricks" and only one result will show. disable that
