Which free or affordable PDF viewer has all listed features?

Required features:

* ability to view/read pdf files

* installs a "print to pdf" printer in windows

* printing to pdf must feature the "append" function. This means that if a file with the same name already exists, it should give me an option to either overwrite it or append to it

* ability to sign pdf documents by either creating a signature(s) from an uploaded picture or by drawing a signature

These are all must have features. Thanks 🙏

The first 2 items either are included in Windows 11 or as part of Edge, Firefox and other installed browsers. I use Microsoft Print to PDF daily in saving Web pages. I also have installed Adobe Acrobat 8 and a couple that came with Corel WordPerfect installs, Lightning and Fusion. No experience with the other 2 items.

Adobe acrobat reader does 1, 4.
Windows natively has print to pdf (2)
PDFSAM (free version) can merge pdfs (3)

Yeah, things do get harder when wanting specifics. As I recall the early '90s [my first was in '92] Adobe Acrobat came about for companies that needed to share documents but had far-flung offices that didn't use all the same programs such as Lotus AmiPro/WordPro, WordPerfect, Claris Works, etc. [I still have those] and a benefit was the documents could be secured, no change allowed and everyone saw the same thing, great for policies, contracts, etc.

I was sure these features wouldn't be hard to find in one single program in 2024. Apparently it is... How does everyone sign PDF documents for example?
