Win 11 running on a Dell Precision 7720 laptop says that flashusb.sys is incompatible with memory integrity. Driver date on my laptop is 3/29/202 at 8:08 a.m. Apparently an updated driver is not available to regular users. Nothing seems to be wrong with my laptop, so why does Win 11 have a problem with flashusb.sys?

The way flashusb.sys accesses memory and interacts with Windows services probably exposes potential security holes, in effect making memory integrity less secure to pointless.
I have followed a few threads about this file on Intels forums, most ended with Intel telling people to contact Microsoft or thier OEM (Dell in your case) for support. Seems like Intel just wanting to pass the buck rather than make thier files play properly with Windows.
This file seems to be part of the integrated graphics driver package, you might be able to disable it with something like Autoruns from Sysinternals, but I suggest making an image of your current system before attempting such actions, just in case.
