Win 11 Repair Tool To Reset Services and Registry to Default

I want to reset to default the services and registry permissions. I was thinking of doing an inplace repair in order to keep files and apps. My system is an upgrade from Win 10 done about 1-2 years ago. Unfortunately, the Base Filtering Engine is still showing the Win 10 security descriptors with it set to automatic but not running. Trying to start it returns and error access denied. Malwarebytes, Norton and Defender aren't working properly. Are there any other options available before going this route? (SFC showed no problems and DISM fixed the Component Store). Thanks.

I've tried this before, but I have it another try. The fail report says: some keys are open by the system or other processes, or you have insufficient privileges to perform this operation. I know there is a program "advanced run" that assists in importing the bfe.reg as a trusted installer. I may try that first, but I think you are right that an in place repair install is the way to go. Thank you for taking the time to respond.
