Can someone explain what is happening in the screencap below? It seems to only happen on the right click > save as and when I open third party apps, kind of annoying

I don't see anything like that yet but would ask if it's happening on the Win10 in your My Computer list or on a Win11 computer and is it running the RTM/Released to Market edition or one of the Insider Preview editions? I haven't run the Technical Preview, renamed to Insider Preview, for some time after my computer dedicated to the purpose finally passed on.

That Build number indicates the Insider Preview, issue could/should be reported to Microsoft and maybe posted in the Windows Insider section of this forum, could be others seeing it.
