As far as I know, you can upgrade from Windows 8.1 64-bit directly to Windows 11, I have done it, and of course from Windows 10 64-bit. Also you can upgrade from an older Windows 11 version (such as 21H2) to a newer (such as 22H2). I tried to trick Setup and upgrade directly from Windows 7 64-bit, but couldn't do it. I had to give up and upgrade to Windows 10 64-bit first and then to Windows 11. Have you actually verified that this ISO can upgrade directly from Windows 7 64-bit? It would be useful to skip an upgrade step.

U can upgrade from 7/8.1, but with option "keep personal files only". If u want upgrade with apps, u have update to windows 10. I added bypasses only
